TÜBİTAK MAM participated in the "Workshop on Determining the Certification, Test Infrastructure and Needs of the Aviation Industry".
"Aviation Technologies Test and Excellence Center - Aerospace Industry Certification, Testing Infrastructure and Needs Determination Workshop" organized within the scope of "Aviation Technologies Test and Excellence Center (HTTMM) Feasibility Study Project" conducted by TÜBİTAK Marmara Research Center (MAM) Materials Institute was held on 26 April 2017 at TÜBİTAK TÜSSİDE.
Over 180 participants from more than 50 institutions and organizations attended the workshop. The workshop started with opening speeches by Dr. Cihan KANLIGÖZ, Deputy Director General for Aerospace Technologies at the Ministry of Transport, Maritime Affairs and Communications (MoTMC), Dr. İbrahim BEKAR, Vice President of TÜBİTAK MAM, and Murat İKİNCİ, Deputy General Manager of STM Engineering and Consultancy.), Kahraman ÇOBAN (Senior Technical Leader, Design Engineering Directorate, Engine Prototype and Test Directorate, TEI Design Engineering Directorate), Ömer Faruk İLTER (Quality Management Director, ASELSAN MGEO), İlhami KELEŞ (Secretary General, SAHA Istanbul), Hüseyin TAŞAN (TSE Marmara Regional Coordinator), Emrah Can ÇETİNKAYA (DGCA Certification Coordinator, UDHB DGCA) and Evren YÜCEL (SSM Branch Manager). Following the presentations of Dr. Özgür DUYGULU, Project Coordinator from TÜBİTAK MAM Materials Institute, on "Activities carried out within the scope of the HTTMM Project" and "Providing Information on the Work Program of the Workshop Groups", the workshop was held in the afternoon.
In the afternoon part of the workshop, participants were divided into 4 working groups.
1. Flight dynamics test studies (wind tunnel, flight tests, flight control)
2. Structural and material testing
3. Environmental conditions test studies
4. Special tests
SWOT (Strengths, Weaknesses, Opportunities, Threats) analysis and simultaneous risk analysis were conducted for Aviation Technologies Testing.
Vision was determined with the participation of all participants. Considering the plans of the stakeholders for the coming years, the aviation strategies of our country for the next 10 and 20 years were determined.
In line with the information to be obtained from the institutions and organizations participating in the workshop, the test infrastructure needs required by the projects on the road map of our country, technical requirements for these needs, needs related to quality, accreditation and certification, and suggestions related to legislation will be put forward. Based on this information, a prioritization study was carried out and the functions of the center of excellence were discussed.
Within the scope of the HTTMM, the legislation was reviewed and the necessary amendments and additions were identified and suggestions that may be needed were presented. Models for the establishment and operation of the HTTMM were discussed and where and how the center should be established were discussed.
The workshop ended with the presentations of the group moderators and the general evaluations of TÜBİTAK MAM Materials Institute Group Coordinator Lead Researcher Assoc. Prof. Dr. Havva KAZDAL ZEYTİN, Head of Department Hasan PEHLİVAN and Assistant General Manager Dr. Hamza GERÇEKCİOĞLU. After the general evaluations of Dr. Hamza GERÇEKCİOĞLU, the meeting ended with the thank you speech of Dr. Cihan KANLIGÖZ, Deputy Director General.
