"Closing Meeting of the Project for Updating the European Union Integrated Environmental Approximation Strategy (IES) Document" was held in Ankara on 15 August 2017 with the participation of Undersecretary Prof. Dr. Mustafa Öztürk, TÜBİTAK MAM President Dr. Orkun Hasekioğlu, stakeholder institutions and organizations, Provincial Directorates of Environment and Urbanization and Municipalities.
In his opening speech, Prof. Dr. Orkun Hasekioğlu stated that the "NCCES Document" is a strategy document that sets out the method of approximating the National Environmental Legislation of a candidate country for EU membership to the "EU Environmental Acquis". Hasekioğlu stated that within the scope of the Project; nine different sectors such as Water Quality, Waste Management, Air Quality, Climate Change, Noise Management, Industrial Pollution and Risk Management, Chemicals Management, Nature Conservation and Horizontal Sector were studied, 88 directives, regulations, commission decisions and recommendations were examined, meetings and one-to-one interviews were held with nearly one hundred public and private sector representatives and eight workshops were organized. He added that within the scope of a protocol signed between TÜBİTAK MAM and TurkStat, work is carried out at the 'Data Research Center'.
He stated that a monitoring and evaluation method has been developed in order to monitor the activities carried out in line with the 'Adaptation Strategy', and that it is aimed to ensure regular data flow from all stakeholders and real-time evaluation with the "ICCES Web Based Software".
T.C. Çevre ve Şehircilik Bakanlığı Müsteşarı Prof. Dr. Mustafa Öztürk açılış konuşmasında; 21 Aralık 2009 tarihinde Brüksel’de gerçekleştirilen “Hükümetlerarası Katılım Konferansının 8. Toplantısı”nda, Çevre Faslının açılmış olduğunu belirtmiş, Çevre Faslının birçok sektörü ilgilendiriyor olmasının ve yüksek uyum maliyetlerinin bu faslın zor bir fasıl olmasına neden olduğunu vurgulamıştır. Prof. Dr. Mustafa Öztürk konuşmalarının devamında, Proje kapsamında; Avrupa Birliği Çevre Entegre Uyum Stratejisi (UÇES) Belgesi ile 2007 – 2015 Dönemi için; mevzuat uyumu ve yatırımların gerçekleşme durumlarının değerlendirildiğini, 2016 – 2023 Dönemi için ise; mevzuat uyumu ve yatırımların güncellenerek, yapılacak güncellemelerin takip edilmesine ilişkin bir izleme ve değerlendirme yöntemi oluşturulduğunu ifade etmiştir. Ayrıca Öztürk, UÇES Belgesi ile 2007-2015 yılları arasında çevre sektöründe yaklaşık 28 milyar Avro yatırım yapıldığını ve bu şekilde 2007 yılında hazırlanan UÇES’de ortaya konulan harcamaların %97 oranında gerçekleştirildiğinin tespit edildiğini söylemiştir.
As a result, he stated that the amount of investment required in the environmental sector for the next period 2016-2023 is expected to be approximately 60.3 billion Euros. Mr. Öztürk concluded his speech by thanking the Management and Researchers of TÜBİTAK MAM ÇTÜE for their successful work.
The closing meeting continued with the presentation of Dr. İpek Erzi, Project Coordinator of TUBITAK MAM, who emphasized the purpose of the "NCCES Document" and summarized the work carried out within the scope of the project and the project outputs. The meeting ended with a question and answer session.
