NOISE ACTION PLAN OF OUR CAPITAL CITY IS BEING PREPARED BY TÜBİTAK MAM

The signing ceremony of the "Development of Noise Mitigation Scenarios for Ankara Province" Project was held on October 21, 2019 at the Ankara Metropolitan Municipality Council Hall. Ankara Metropolitan Municipality Secretary General Prof. Dr. Cumali KINACI, Deputy Secretary General Dr. Fuat UZUN, Head of Health Affairs Department Seyfettin ASLAN, TÜBİTAK Marmara Research Center Environment and Clean Production Institute Director Dr. Selma AYAZ, Lead Researcher Assoc. Dr. Nesimi ÖZKURT and Expert Researcher Samet Feyyaz HAMAMCI participated in the signing ceremony.

In his speech, Prof. Dr. Cumali KINACI, Secretary General of Ankara Metropolitan Municipality, mentioned the contributions of the outputs of the studies to be carried out within the scope of the project in the preparation of zoning plans. Dr. Selma AYAZ, Director of TÜBİTAK MAM Environment and Cleaner Production Institute, expressed the importance of the work carried out in the project and stated that their experienced teams will continue to respond to the needs of the country on strategic noise maps, action plans and noise control technologies.

With the project agreement signed between TÜBİTAK Marmara Research Center and Ankara Metropolitan Municipality on October 21, 2019, within the scope of the principles and criteria specified in the Regulation on the Assessment and Management of Environmental Noise and the Environmental Noise Directive (END) No. 2002/49/EC, studies have been initiated to identify hot spots in terms of environmental noise in residential areas in Ankara where strategic noise maps have been prepared and to prepare noise action plans where mitigation scenarios will be developed.

Within the scope of the project; Noise Management Candidate Areas (NMAAs) where the limit values specified in the By-Law on Assessment and Management of Environmental Noise for road and railway are exceeded and sensitive structures are located in residential areas in Ankara where strategic noise maps are prepared will be identified.

Coordination meetings will be organized and the opinions of responsible institutions and organizations and other project stakeholders will be taken and Noise Management Areas (NMAs) will be identified from the NMAs. In addition, resource-based alternative mitigation scenarios will be developed for the identified GYAs by evaluating the projects planned by the responsible institutions/organizations that may affect noise management. Within the scope of the scenarios developed for the solutions included in the mitigation scenarios; modeling will be carried out using the actions that will provide the predicted noise reduction at sources, between sources and receptors and at receptors. As a result of the modeling, the levels of reduction in the existing source-based noise level will be determined.

Cost-benefit analyses will be carried out for the mitigation scenarios developed and a noise action plan report will be prepared including all the calculation and evaluation results obtained.

With this project, TÜBİTAK MAM Environment and Cleaner Production Institute will develop noise mitigation scenarios in the urbanized areas of our capital city and prepare the "Ankara Noise Action Plan".
