CLOSING MEETING OF THE PROJECT FOR THE PREPARATION OF NATIONAL CLIMATE CHANGE STATEMENTS

At the meeting, speeches and presentations were made by Prof. Dr. Mehmet ÇELİK, Vice President of TÜBİTAK, Prof. Dr. Mustafa ÖZTÜRK, Undersecretary of the Ministry of Environment and Urbanization, Mehrali ECER, Head of Climate Change and Air Management Department of the General Directorate of Environmental Management and Dr. Bilgin HİLMİOĞLU, Project Coordinator. The meeting was attended by Prof. Dr. Mehmet Emin BİRPINAR, Deputy Undersecretary of the Ministry of Environment and Urbanization, Dr. Selma AYAZ, Director of the Institute of Environment and Cleaner Production at TÜBİTAK Marmara Research Center, Dr. Faruk DİNÇER, Ayşşeş HİLMİOĞLU, one of the researchers. Faruk DİNÇER, Ayşegül AVİNAL, Ece Gizem ÇAKMAK, Tuğba DOĞAN and İmran TÜRE, as well as representatives from the Ministry of Foreign Affairs, Ministry of Transport, Maritime Affairs and Communications, Ministry of Economy, Ministry of Forestry and Water Affairs, Ministry of Food, Agriculture and Livestock, Ministry of Health, Ministry of Finance and Ministry of National Education, and representatives from various NGOs, private sector and universities.

TÜBİTAK MAM The studies carried out within the scope of the "Project for the Preparation of National Communications on Climate Change" within the scope of the contract signed between the Environment and Cleaner Production Institute and the Ministry of Environment and Urbanization on December 27, 2013 are gathered under two main headings: the preparation of the Sixth National Communication on Climate Change and the greenhouse gas emission projections and sectoral analyzes of our country.

Turkey's Sixth National Communication on Climate Change (http://www.csb.gov.tr/db/cygm/editordosya/turkiye_iklim_degisikligi.pdf), Ministry of Environment and Urbanization and TÜBİTAK-MAM in cooperation with relevant public institutions and organizations, private sector representatives, non-governmental organizations and universities. Within the scope of the said notification; National Conditions, Greenhouse Gas Emission and Sinks Inventory, Policies and Measures, Greenhouse Gas Emissions Projections, Impact, Vulnerability and Adaptation, Financing Sources and Technology Transfer, Research and Systematic Monitoring, Education, Training and Public Awareness Raising. In addition, the Climate Change Notifications Archive and Preparation Portal (http://idub.csb.gov.tr/) has been updated, enabling national notifications to be prepared through this portal in the coming years.
One of the most important outputs of the project is the Greenhouse Gas Emission Projections and Sectoral Analysis report, which was used as the basis for the National Contribution Declaration submitted to the United Nations Climate Change Secretariat in September 2015. During the projection studies, one-to-one studies were carried out with the members of the Climate Change and Air Management Coordination Board (CCCAMB), which consists of 13 relevant ministries and NGOs under the coordination of the Ministry of Environment and Urbanization. Within the scope of the projection studies, sectoral GHG emission projections and sectoral cost analyses were also conducted. Greenhouse gas emission projections are the projections of the change trend of greenhouse gas emissions of countries over the years, which are affected by many variables such as population growth, technological and economic changes. The project outputs and results also played a decisive role in determining Turkey's position in the negotiations on the Paris Agreement, which was adopted at the 21st United Nations Conference of the Parties on Climate Change in Paris in December 2015.
