The Southern Ocean Observing System (SOOS) was officially established in 2011 as a result of international initiatives by the Scientific Committee on Antarctic Research (SCAR) and the Scientific Committee on Oceanic Research (SCOR), with the opening of the International Project Office organized by the Institute of Marine and Antarctic Studies (IMAS) at the University of Tasmania, Australia.
In line with the mission and goals defined by the SOOS community, the 5-Year Implementation Plan outlines plans for the near future, including building a network of stakeholders and contributors working together, facilitating the design and implementation of a multidisciplinary observing system for the Southern Ocean.

Starting from the history of Turkish Polar Research dating back to the 1960s, our inclusion in the Antarctic Treaty System as the Republic of Turkey in 1995, the National Antarctic Science Expeditions that started to be organized regularly in the following years, and the articles realized within the scope of the researches, Turkish Polar Research and the national and international developments gained in this direction are included in the relevant article in a chronological order.
In parallel with the increasing scientific studies and public interest in Polar Research, which is growing day by day in Turkey;

- To operate Turkey's polar research camp(s) and station(s),
- Facilitating communication between relevant organizations and conducting bilateral international cooperation,
- Raising awareness about polar regions on a national scale,
- Realizing national and international scientific diplomacy in the polar regions and increasing Turkey's representation and scientific participation in the international arena
In line with the vision and missions of the Polar Research Institute (KARE), it was shared with the public to serve as an interface that carries out science, research and development studies in technology, especially in technology, and to realize a sustainable action plan by raising awareness on climate change issues.
