Management of Construction and Demolition Wastes

Ministry of Environment and Urbanization and TÜBİTAK MAM project staff made technical visits to the Netherlands and Belgium within the scope of Construction and Demolition Waste Management Studies.

A protocol was signed between the General Directorate of Infrastructure and Urban Transformation Services of the Ministry of Environment and Urbanization and TUBITAK Marmara Research Center (MAM) under the name of "Project for the Recycling of Construction and Demolition Wastes and Determination of Usage Criteria" and studies were initiated to determine the criteria and usage areas of construction and demolition wastes as raw materials and/or aggregates in various sectors. The project is expected to be completed on 31.12.2014.

Technical visits were made to Belgium and the Netherlands, which are pioneers in the recovery of construction and demolition waste in the EU, in order to provide a basis for the documentation and legislation to be prepared within the scope of the project.

TÜBİTAK MAM Materials Institute's lead researcher Dr. Mustafa Kara and project staff Bahattin Murat Demir and Abdurrahman Atak from the General Directorate of Infrastructure and Urban Transformation Services of the Ministry of Environment and Urbanization conducted a technical study visit on "Management of Construction and Demolition Waste (C&DW)" in Belgium and the Netherlands between 07-09 July 2014.

Within the scope of the technical study visit program, FIR (Fédération Internationale du Recyclage-International Recycling Federation), BRBS Recycling, which is the national association of companies operating in the IWR recycling sector in the Netherlands and is part of FIR, and OVAM (Public Waste Agency of Flanders), a public institution affiliated to the Flemish Government responsible for the development of legislation on waste management and soil reclamation in the Flemish (Flanders) region of Belgium and the implementation of selective demolition, The functioning of the recovery-oriented management system of construction and demolition wastes, recovery processes and alternative use of products recovered from wastes are discussed in detail.

Within the scope of the visit, Theo Pouw Groep (BWR Recycling Facility) in the Netherlands, AC Materials (BWR Recycling Facility), New West Gypsium Recycling (Angle Recycling Facility), PTB Powder Terminal Benelux (recycling facility for all materials found in automobiles) private sector organizations in Belgium were visited and detailed information was obtained on the recovery processes of construction and demolition wastes and alternative use of products recovered from waste.

The technical visit was very positive and will contribute to the documentation work of the ongoing project titled "Determination of Usage Criteria of Products Recovered from Construction and Demolition Wastes". The information obtained on how selective demolition should be carried out and the management of construction and demolition wastes will form the basis for the legislation to be issued on this subject. During the meetings, it was agreed to develop cooperation with FIR and OVAM on construction and demolition waste and to take part in joint projects.
