Integrated Management of Hotspots & Protection of the Black Sea Ecosystem

Hot Black Sea Project supported by "EU ENPI Black Sea CBC Joint Operational Programme - BLACK SEA BASIN 2007-2013" started on March 29, 2013 and the duration of the project is two years. Project partners other than TUBIRAK Marmara Research Center are National Institute for R&D in Electrical Engineering (ICPE-CA, Romania), Foundation Caucasus Environment (FCE, Georgia), Oceanological Centre under National Academy of Sciences of Ukraine, Sevastopol (OC-NASU, Ukraine), NGO for Sustainable Regional Development and Environment Protection (SuRDEP, Bulgaria) and Burgas Municipality (Bulgaria).

The aim of the project is to identify environmental threats to the Black Sea Basin from land-based pollution sources and to strengthen cross-border cooperation by developing common policies through the evaluation of the results of receiving environment monitoring studies. Within the scope of the HOT BLACK SEA Project, it is planned to update the definition of "hot spot" in the "Protocol on Land-Borne Pollutants" of the Bucharest Convention, which was updated in 2009, for the countries where the project partners are located. The Protocol defines a "Hot Spot" as a limited/identifiable localized terrestrial area adjacent to surface waters or a specific aquifer that is subject to high levels of contamination and should be addressed as a priority for the prevention and mitigation of actual or potential adverse impacts on "human health, ecosystems/natural resources, resources of economic importance". According to this definition, a "Hot Spot" is an area where actual/potential negative impacts of point or diffuse sources on human health and/or ecosystems and/or economy have been identified.

Within the scope of the "Integrated Management of Hotspots and Protection of the Black Sea Ecosystem (HOT-Black Sea) Project" carried out by TÜBİTAK MAM Environment and Cleaner Production Institute, "I. National Stakeholder Meeting" was held on July 26, 2013 at 14:00 at the TUBITAK Presidency Meeting Room No. 3. A total of 26 experts from relevant public institutions/organizations, universities and non-governmental organizations attended the meeting.

Firstly, Mr. Ertan Durmuşoğlu, Director of TÜBİTAK MAM Environment and Cleaner Production Institute, delivered an opening speech. Assoc. Prof. Dr. Ertan Durmuşoğlu, Director of TÜBİTAK MAM Environment and Cleaner Production Institute, made an opening speech, followed by Ms. Bahar Özöğüt from the General Directorate of Environmental Management of the Ministry of Environment and Urbanization. Ms. Bahar Özöğüt from the General Directorate of Environmental Management of the Ministry of Environment and Urbanization informed the participants about the "Convention on the Protection of the Black Sea against Pollution (Bucharest Convention)". Afterwards, Project Coordinator Ms. Ms. Gülsen Avaz, Project Coordinator, made a presentation on the introduction of the project, the activities carried out / planned to be carried out so far and the support expected from the stakeholders within the scope of the project. Finally, a joint study on "Preparation of Inventory for Monitoring and Management of Land-Borne Pollutants on the Black Sea Coasts in Turkey" was carried out with the participants.
