Project Summary

Flow Forecasting and Basin Optimization Model (ATHOM) Project 

Objective

It is aimed to develop a national water flow forecasting and basin management system for our country that provides access to all outputs by forecasting the water flow to dams and hydroelectric power plants (HPP) in river basins, extracting the operation and annual operation programs at the time of flood with the optimization model component, and Web-based user interface software.

Scope

ATHOM is designed as a system that enables the forecasting of the future flow to the water structures in the basin and accordingly the preparation of water budgets of the storage facilities and their operation on a daily, monthly and annual basis.

Importance

Started in 2016, with the Flow Forecasting and Basin Optimization Model (ATHOM) project, a system that will be the first national flow forecasting and basin management model for our country has started to be developed. Firstly, Seyhan basin was selected as a pilot basin and water flow forecasting models and basin management models were developed using completely domestic and national facilities. ATHOM is a system that predicts the flow to the water structures in the basin and accordingly prepares the water budgets of the storage facilities and operates them on a daily, monthly and annual basis. Developed with artificial intelligence-based models, ATHOM has a dynamic and operational structure and ensures the most efficient use of water and maximum energy generation. Efforts are underway to extend ATHOM to 25 river basins in Turkey. As a result, a national water flow forecasting and basin management system will be developed for Turkey and implemented in all basins.

Stages

The ATHOM Project was first launched in 2016 and is currently in its 2nd and 3rd phases.

  1. In this phase, Seyhan basin was selected as a pilot basin and water flow forecasting models and basin management models were developed by using entirely domestic and national facilities.
  2. In this phase, Ceyhan, Kızılırmak, Yeşilırmak, Fırat and Tigris basins were included in the system.
  3. In this phase, the remaining 20 river basins were included in the system and the system was expanded to cover all basins in Turkey.
  4. In this phase, it was aimed to develop the Operational Hydrology, Irrigation and Base Water modules of the Water Information System (WIS) where all data bases used by the Operations and Maintenance Department of DSİ are kept.

ATHOM Technology

Scope

The main output of the project is an extensible and scalable ATHOM system that incorporates many different modules. The main outputs of the system are as follows:

  • System developed with local and national capabilities
  • Up-to-date forecasting and operating models with high accuracy
  • Operationally continuously updated forecasts
  • Automatic continuously updated basin operating curves
  • Projections for flood risk
  • Infrastructure to expand to all basins in Turkey
  • Decision support system for the system user
  • Water Information System Operational Hydrology, Irrigation and Groundwater Modules

Methods and Technologies

  • In the development of forecasting models, artificial intelligence-based and hydrological models have been developed.
  • Optimization algorithms were run for watershed water management and flood risk minimization.
  • Modern software technologies were used in the realization of the web-based user interfaces of the system.
  • Appropriate graphics libraries were used to quickly present large data to users.

Application Areas

ATHOM system is used as a system that minimizes flood risk and prioritizes energy efficiency in the projects currently implemented. When the expansion to 25 river basins in Turkey is completed, a national water flow forecasting and basin management system will be developed and implemented in all basins. With the Water Information System (WIS) modules, data bases will be stored, monitored and analyzed within the scope of Operational Hydrology, Irrigation and Ground Water modules of DSİ.
